Governments must be at the heart of the alliance against forced and bonded labour. In today's world, the ILO estimates that 80% of forced labour is exacted in the private economy and only 20% directly by State authorities. Yet government's role is crucial in stamping out labour exploitation in all its forms, in both formal and informal economies. Firm political will is the driving force behind effective national action -- putting strong legal and policy frameworks in place, and ensuring that adequate human and financial resources are made available to enable their full implementation.
Across south Asia, as in other parts of the world, public sector authorities at all levels from local to national have been active in the fight against forced and bonded labour, and have generated much experience and good practice through these efforts. Many different ministries and agencies are concerned -- Ministries of Labour and Employment, Justice, Women's Development, Education, Social and Tribal Welfare, Economic Development, Agriculture and Land Reform to name just a few. Assuring coordination between all these different actors represents a challenge to all, but one that must be met if all women and men, everywhere, are to enjoy their fundamental right to work in freedom.
