Bonded labour in South Asia is just one form of forced labour, a problem which touches all parts of the world, and affects countries in all stages of economic development, both rich and poor. The ILO estimates that at least 12.3 million people are victims of forced labour globally; other estimates put the figure much higher. Men and women from poor countries, lured by the prospect of better-paid jobs in wealthy nations, may fall victim to human traffickers or unscrupulous gangs, and become trapped in forced labour from which they cannot escape. Forced labour affects indigenous peoples in some Latin American countries, and certain social groups in Africa. In some countries, people still suffer forced labour directly at the hands of state authorities or the military. Certainly very few, if any, countries can legitimately claim to be entirely free of forced labour.
Yet, as the world wakes up to these problems, it is clear that effective action against forced labour is being taken in many places and by many partners
