| COMMUNITY BASED ACTION : ECONOMIC EMPOWERMENT |
|
Creating opportunities for poor people to become self-reliant, bringing alternative livelihood options to people who otherwise would be exploited by landowners, employers or labour contractors -- these interventions are key to an effective strategy for the prevention of bonded labour and for the rehabilitation of those who have been released from it.
Economic empowerment is about enabling poor people to realise their potential to generate a stable and adequate income for themselves and their family. Certainly not everybody can or should become a self-employed entrepreneur; many will without doubt remain in wage labour, either by choice or by necessity. But economic empowerment can expand the range of options available. People with the potential and desire to create and sustain a viable business can be assisted in many ways -- for example, with vocational and entrepreneurship skills training, microfinance and business development services, market research and market linkage programmes, and cooperative development. Special attention can be given to women through Women's Entrepreneurship Development programmes.
